Boron nitride is said to be an electrical insulator but conducts heat like as a metal. It is also tough material (like diamond). I dont know about its machinability (possibly grinding). Your application may not require any exotic material. A simple thin oxide coating may also be sufficient. You may be interested with hard anodizing of aluminum, or other surface finishing operations. Actually there is no info for the requirements of your application (corrosion issues, max voltage or max power loss, vibration, deflection, working temperature range etc)
