Elastic Stress in torsional shafting

#1 I am interested in formulas for designing torsional shafting with a thru hole.  #2  Read a reference that inferred ductile materials do not require a stress concentration factor.  Is this correct?

Machinery's Handbook lists the formulas for design of shafting. There could be a copy at your loocal library.
