freezing in a vacuum

At what temperature will water vapor freeze in a vacuum of, say, 3" Hg absolute? I work in a power plant with an air-cooled condenser. 3" Hg absolute is a typical pressure in the condenser. The idea is to not freeze this thing up, and we have to keep a close eye on the ambient temperature to ensure this. Sometimes it seems like we're forming ice in the condenser at ambient temperatures above 32 deg. F. Anyone have any insight? Thanks...
