ON WHAT BASIS AND HOW THE PNEUMATIC CYLINDER SHOULD BE POSITIONED IN THE LINKS OF SCISSOR JACK FOR EASY LIFTING DURING STARTING.

Considering ONLY the ease of lifting, the cylinder should be placed as close to the outside of the scissors as possible in a vertical lifting position.

Depending on the rest of the scissor lift design, this configuration may not work depending on the rest of the design & you'll have to modify as required.

Also you'll need to consider the high amount of lateral torque that such a configuration would create. The further from center that you place the top of the cylinder, the more lateral force there will be on the scissor's linkages.
