Rust particles from Heat Exchangers

We use thermic fluid heat exchangers to generate hot air needed for drying the solvent coated on substrates. The temp reqd is about 130C. The Heat exchangers are placed outside the building, but under a roof. Thermic fluid flows inside the finned tubes where as the atmospheric air is blown acoss the tubes. The tubes are made of Mild steel. The temp of the Thermic fluid inside the tube is about 250C.
We have observed a lot of fine rust particles being blown on to our product, thereby damaging the product. Pls let me know if using an SS tube would solve this problem. If so, do you want us to change only the tubes or also the shell of the Ht Exch?
Will SS 304 suffice or do we need to use SS316?
Pls clarify.

316 SS will work but I would implement some sort of filtration into the system.
