Pan Head vs. Binding Head

Considering the elimination of Binding Head screws (#0 thru #6) in my organization. Would replace these binders using Pan Head screws.

Are there any mechanical disadvantages/consequences when replacing the Binders with Pans? (I do realize that the Pan Head dimensions are different than the Binders)
