1) If I were to have a Thermal Barrier Coating applied to all surfaces of a steel component, say 1/2" diameter by 1/2" thick, and placed the bottom surface of this component on a heating plate at 400F, would the coating prevent the top of the component from heating up, at least to under say 250F?
2) If I were to have a Thermal Barrier Coating applied to only the top surface of a 2" thick steel plate, and placed it on a 400F heating plate would the coating keep the top surface cool (say approx. 250F or less)?

No and no... Thermal barrier coatings insulate components from large and prolonged heat loads by utilizing thermally insulating materials which can sustain an appreciable temperature difference between the load-bearing alloys and the coating surface.
Eventually, without cooling or heat transfer the underlying material will heat up..
