Manufacturing quote questions

Hi! May be very a simple question, but I dont know the answer.
I ask a plastic company for an estimate about a product. I got: tooling cost - $25000, price per unit - $10.
This means that I have to order 2500 pc and the price will be $10 per unit?
How about a 100 units? Will be $250 per unit?
