Now the weird thing I have discovered is that only the first use of the % sign in a post gets converted to it's code equivalent. Once that has been done, all future uses of the % are left intact. Notice that all the % signs I have used are intact as % signs.
Methinks there is a 100% chance a bug is crawling the forum software.

FYI, the forum software was just fine. The problem was my server Apache/PHP needed to be compiled with iconv. Iconv converts text from one encoding to another.
I suspect this iconv thing has been around for awhile - since about the year um.... 2000.
