Umm, check back through the course notes would be my first suggestion. It would be extremely rare to see a problem set that has not been covered in some form in prior course notes.
I am having some problems figuring out the steps to this heat transfer problem. If someone understands what needs to be done to end up with the fin efficiency shown, an explanation would be great.

Well, have you taken differential equations?
If not then ask your professor how to start.
If you have , and you can write the differential equation for the system, I will help you
solve it.
I will tell you that this is not simple and is a boundary value problem.
One hint is you have to use symmetry.
